On going discussions took place with Southampton City Council to secure a site in Woolston, on the corner of Bridge Road and Portsmouth Road.

In order to speed up progress and to secure funding, the Woolston Millennium Garden project needed to be a legally constituted group with charitable status and so became a section of the already well established Woolston Community Association. registered charity number 30200.

The founding garden committee comprised Neville & Sonia Robbins, Bronte Matthews, Barry & Maureen Wake, Peter & Elizabeth Cleverley, Colin Sampson, Sue Hodges, Phil Emery, Val Lloyd and Elizabeth Smith.
